Well, I dived into acl.xml in general, and set access for 0 and 3 modules
to more than mentioned information, and everything works fine for now
("0|3")
Anyway it would be nice to have default permission acl after compilation
corresponding to compilation options, depending on which module stuff
was compiled as. It looks like default acl.xml (acl.xml.template) is
always the same, so if I compile and install "offline", and then "online",
in both cases I need to fix acl.xml/acl.xml.template for particular node.
And this is also not mentioned in docs, docs says only about config.xml
and menu.xml, and acl.xml in general.
