Several issues:
1. el_EL.tar.gz is not zipped but a tar file ;-D
2. You use el_EL for the tar file but the language code is el_GR - I hope el_GR is correct.
3. I'm missing a patch for docs/guide/appendix/i18n.xml.
4. I'm missing a patch for I18N.
Nevertheless I commit the patches.
