anoying problem....
During setup for a new installation I ran into one really stupid problem...

I had an error in my Database config section, so the startup threw an error.
So I fixed this, ran configure_etc and started openca agaian, and again, and again....

After some subsequent tries with everytime the same error as before the fix I saw that one process was still running with the old config...

I dont know why the "stop" scritp does not take down the process, but I recommend a simple change: a grep inside the start-script shpuld check if there is a process running and at least warn the user....
