Using text which any CA has to change for their needs as keys,
Is really silly. And for reading the code you only have to add readable
keys
Like PUB_USER_NEW_CERT_MOZILLA. Then you can read the code easily.
As openca is developed in english, the coder has to be sure that the key
has 
always an english translation. So there wont be any empty strings.

And what do you mean with fixing the language databases? That are only
textfiles
And a pain to change.

I made several huge web projects with my language structure and it works
great.

At the state as openca is at the moment, changing the texts is not
practical.
