I do not have this command (OpenCA v0.9.2.5) while I made the "make
install-scep".

Here are the commands that I have :
openca-addcert      openca-dblist       openca-importreqs
openca-backup       openca-dbview       openca-newcert
openca-browserexp   openca-digest       openca-sv
openca-configure    openca-getcert      openca-unrevoke
openca-dbbuild      openca-getitem      
openca-dbcreate     openca-importcerts  

I also dig into the sources and found no "openca-scep"...

In fact, I'm using it and also Java SCEP.
