I think this is definetely an OpenSSL related error. You can try editing
the extension file used for issuing the certificate
( $CA/conf/openssl/extfiles) or use another openssl snap.

Please report:

        OS
        Perl Version
        Tar (Sun or GNU's ?)
        Export Dev used ( in .conf file )
