This is a question of the "IQ" of the program.

Today we play a little bit around with the certificates (not the private
keys!!!) of our running PKI (not OpenCA but based on OpenSSL) and
OpenCA. Netscape Communicator only download the correct certificate if
no certificate with the same emailadress and another CA is present in
the certdatabase. So perhaps this is your problem if the certificate is
present in the directoryserver.
