It seems so... do you have tried using the command line of openssl to
see if it is not broken (sometimes openssl snaps have problems).

This should not happen. Try using the OpenSSL version you find on the
ftp site (ftp://ftp.openca.org/pub/openca/openssl) and tell us if the
problem persists...
It's been some time since OpenSSL SNAPs have "serious" problems, I hope
them to resolve them as soon as possible.
