This probably means that:
1. You are not using Netscape 4.07+
or
2. Your certificate it is not verified within Netscape
(check Security->Certificates->Yours->Verify). Have
you imported the CA certificate ???
or
3. You have not enabled Javascript in Netscape;
or
4. ???
