I see that you use IE. The approval of a request only works with
Netscape today. We don't know how to sign data with IE.

If you are using Netscape you could try on of the 0.9-snaps.

 The 0.9-snaps export the pending requests to the CA too and you can
issue a certificate from a pending request too (informations -> requests
-> pending).
