Now I understand the problem. There was a bug in src/cgi-bin/cgi-ca/sheets/(inc|txt)/Makefile. The directories must be installed in lib/servers/ca/sheets/ but the actual snapshot install the directories in lib/servers/ca/. I fixed the bug. You must simply move the directories inc and txt into the directory sheets.
