You must remove the directory openca_dir/etc (normally /usr/local/OpenCA/etc) before you install the new snapshot. If you don't do this then the snapshot thinks that you have a working configuration but all the code for etc/rbac/ has changed and the new software try to interpret the old configuration in a wrong way.
