It seems that from Netscape6 (or just 6.2) The behaviour of Netscape changed. It is based on new NSS security, so for signing I think it is needed an java applet (the javascript crypto.Sign() function is not working anymore).Please stick with Netscape series 4.7x (or) IE for now. This does not mean that you can not use the certificates with ns6+ but you can not use the RA whith signing and public verify section.
