What do you mean? normally?

The perl-DBD-Pg RPM is installed for RedHat7.3 (the platform I'm running
this on). Is that correct?

I finally got PostgreSQL working. I had to reinitialize the database
directory structure, but that was my issue. I then created a database
called 'openca' and added a user called 'openca' to the PostgreSQL system.

Looks like it. I left everything as default. Database name, username,
hostname (localhost), port number, everything, even 'Pg'. I modified
pg_hba.conf to 'trust' all localhost connections on
127.0.0.1/255.255.255.255.

But it still doesn't work.
