As you said, I need a stupid browser like Konqueror to download the certs or RA or CA have to send the ../var/crypt/certs file. I tested it and it worked fine but is only a workaround.
You don't need a stupid browser you must only press shift to avoid the mimetype detection of Netscape.

I think, creating keys via browser and downloading the certs directly into the browsers security DB is good. But for Web and VPN Servers it would be easier to use a simple download.
Therefore you must press the shift button. Perhaps I add a button to deactivate the mimetype and switch to text/plain.
