You must specify --with-hierarchy-level

The hierarchy level is necessary to configure the components for the dataexchange. Normally the CA is offline and the rest is online on one server. The hierarchy level on the CA machine is ca in this case. If you install OpenCA on the online machine then the hierarchy level is ra. This is a preconfiguration to avoid illegal object and status injections from lower levels. Please read the OpenCA guide to get more informations.

P.S. we install RA and CA on the offline machine. Therefore we use ra (offline) and pub (online) as values but in this case you must edit the configuration to export the mails. See OPENCADIR/etc/servers/*_node.conf.
