If there is no output between approved CRR and archived then it means that there is an object and the function eximMustBeExported reports that the objects was already exported. You can easily verify this problem by adding some debugging output to this function export-import.lib. The function is really short. You have only to add print statements to know what the function returns (1 or 0).
