Really, I don't know as I don't work on Micro$oft based systems and hardly need to use them (just sometimes for fun, you know... )

This is up to your requirements. I suggest, if you want good performance but still have a robust dbms - freely available - use Postgres. If you have money and have people/hardware for the project try using DB2 or Oracle (but are far more expansive solutions).

With many,many,many certificates issued per year, I guess it is better to use Postgres/Oracle/DB2, but it is up to you which one to chose. Also the MySQL has good performances but it is little behind in supporting complex query...
