I having been doing some work with openca on RH9, my first recommendation is to download a version of apache from their site and recompile it before going any further. My exp. with RH is that many of the compiled binaries are incomplete. Try downloading it, recompile and then try it again, and let me know if you still get the same error, and make sure you install apache in a NEW directory, now the same :)
