Like all extensions this can be configured on a per role base in OpenSSL's configurationfiles.

Yes, they are included by default. This is configurable on a per role base.
4. Does OpenCA have a modular architecture. -APIs to interface with other applications.

OpenCA has no direct API. It is coded in Perl so you are free to change or customize anything you want.
5. Can it Communicate between the different PKI components over a secure channel preferably SSLv3?
We communicate offline.
6. Does it support algorithms for SSLv3 like RSA/1024, 3DES,RC4/128, IDEA.
OpenCA has only to do with asymmetric algorithms like RSA and there support all common algorithms (512, 768, 1024, 2048 and 4096).
