sorry, my question was stupid. After installing 0.9.1.3 I had the DBI.conf in another directory. So I always looked into the wrong file. The database was just unconfigured in the correct file.
But maybe you can change the error message as this one doesn't give a hint on the problem. I think something like "MISSING_DATABASE_PARAMETERS" would be much better.
I added a new and better errormessage to openca_0_9_1 and CVS HEAD. 0.9.1.4 will have a better errormessage.
