Well, that directory is no longer necessary. The sheets are now dynamically generated.

From you other email, seems like you're missing the XML::Twig package. Try installing it. You can do:

# cd openca-0.9/src/modules
# tar xzvf  XML-Twig-3.09.tar.gz
# cd XML-Twig-3.09
# perl Makefile.PL
# make
# make install

This will install the module (maybe in /usr/lib/perl5/... ).

Then, try restarting openca (/usr/local/openca.0.9.2/openca/etc/openca_stop; /usr/local/openca.0.9.2/openca/etc/openca_start).
