I recently installed the OpenCA server (openca-0.9.1-7) on Mandrake 9.1
(CA Manager Version 0.9.1)
Module Version

TRIStateCGI 1.5.5
REQ 0.9.47.2.2
X509 0.9.38.2.1
CRL 0.9.15

When I try to create the first user, I receive the following error.
Error 7211021
General Error. Cannot create request!
(OpenCA::REQ->new: Cannot create new request. Backend fails with
errorcode 0 ).
The error_log in Apache has the following.

In the documentation I have been unable to locate the source of the
issue. The Archive made reference to it, but didn't give a clear fix to
the issue either. Any assistance would be appreciated.
