You have to go through the initialization phases:

        0. Initialize the DB
        1. Create the secret Key
        2. Create the request
        3. Self-sign or import the certificate from a top-level CA
        4. Rebuild the Chain (if needed)

Then you should proceed by creating the administrators' certificates.
