I suppose you just need to check that the RA and CA are looking at the
same data exchange file. After you have exported it can you check that
there is data in the file (using tar -tvf *****.tar).

Then when you import it you "should" see the data coming in as long as
the CA is looking at the correct file.

Have you done the procedure the other way round ? I.e. have you exported
"ALL" from the CA so that the RA has the correct configuration ? If so
then this shows that the exchange files are correct and the problem is
somewhere else.
