To create a normal user certificate (or in fact an RA Admin certificate), you point your browser to the "public" interface and follow the links to "request a new certificate", fill in the form and submit it. You then go to the "RA" interface and approve this request, do your data exchange, sign the certificate at the CA, data exchange again and then "retrieve" the cert via the public interface. They type of certificate will be determined by the "Role" you choose at the Public interface, or how you edit the request at the RA. I hope this helps.
