But if, what kind of encryption do you need ? 3DES ? If so, I suggest creating the request with OpenCA in the standard way, export it to file and run your encryption on the exported file with e.g. openssl....
The passphrase included in CSR is usually needed as a proof you have generated it (i.e. it is common to provide an out-of-band verification of either fingerprint and passphrase).
Something we could add to the request generation, I guess.
