But why is in errval "/usr/local/ra//openca/etc/access_control/pub.xml" and in stderr "/usr/local/ra//OpenCA/etc/access_control/pub.xml"?
This looks like a configuration issue. Did you mixed up two configurations? This usually happens if you try to make an update from CVS over an old installation and there was a typo during ./configure. If you then use some old config files with the old configuration (without the typo) then you can confuse OpenCA totally. (I know about what I'm talking :-D)
