in both cases similar problem occures:

and naturally src/common/lib/locale/ doesn't contain en_GB stuff at all.
do i have to create en_GB locale myself ?

en_GB is new. Perhaps you used "cvs update openca-0.9". This command does not update new directories because it is unknown for your local CVS checkout. Simply run "cvs update -dP openca0.9" or "cvs checkout -P openca-0.9". update -d and checkout scan for new directories. -P surpresses empty directories.
