I got around that by making a twiki site with a customised menu that
links to the content pages directly with popup windows, bypassing the
frames and menus.  A user can click "create a certificate request" on
the menu, and a new window pops up with the request form.  Same thing
for the lists.
I only did it with the public interface, not the RA or CA, but the same
thing is definitely possible for both.
