It should work as you configured it, but if I understand correctly thread regarding permission in openca-devel, generally this is wrong for openca 0.9.2.1, as options name httpd-user and httpd-group are misguiding. I may only suggest you su-ing to apache and check whether you can list openca_socket file, or check permissions and owner of every directory descending from / to openca_socket.
