the user IDs are specified at configure time of the software. However,
you can change them after installation in the OpenCA startup script
etc/openca_start. Modify the

$AUTOCONF {"httpd_user"}     = "...";
$AUTOCONF {"httpd_group"}    = "...";

entries according to your needs.

BTW: Please upgrade to Perl 5.8, there are known issues with Perl 5.6!
