on PKIs where RA and CA are on separate nodes, the RA officer is allowed to approve a revocation request. The CRL can only be signed on the CA, so the RA must have some way of telling the CA what to do with the certificate. Which is the suspended state. The certificate is valid until the actual revocation on the CA happens, there is no way around it.
