That threw me off for a while, too, although it is in the documentation.
You can download it directly through the RA interface.  However, if you
want to make it publicly downloadable through pub, you must first go to
the RA interface and set a download passphrase.  Then you can download
it from pub after providing this passphrase.  Hope this is what you were
