The submitted PKCS7 structure is empty - normally this indicated problems with openssl (0.9.7d was broken)

  Server: Apache/1.3.27 (Unix) mod_ssl/2.8.14 OpenSSL/0.9.7c

This indicates yu are not running 0.9.7d, but might it be that the scep modules are compiled against a broken version ?
