from one of your previous posts I understand that you can properly
download the CA certificates using the sscep getca command.
If this does work, then you DO have openca-scep.

To find it on your system, have a look in etc/servers/scep.conf
You should find an entry like this:

scepPath        "/usr/local/bin/openca-scep"

This should point to your openca-scep binary.

If you are adventurous, you can try my hacked version of scepPKIOperation
instead of the one included with OpenCA. It adds some additional error
logging and may help find the problem in your setup. (However, if your
current setup does not work, it will most probably not work with my
the replacement.)
