1. From syslog:
Aug  1 18:20:18 RA-Server slapd[5148]: bind: invalid dn (My-CA)

2. rootdn in slapd.conf & ldap.xml are equal.
3. from command line, i'll try this:
[EMAIL PROTECTED]:~# ldapsearch -x -b '' -s base '(objectclass=*)'

# extended LDIF
#
# LDAPv3
# base <> with scope base
# filter: (objectclass=*)
# requesting: ALL
#

#
dn:
objectClass: top
objectClass: OpenLDAProotDSE

# search result
search: 2
result: 0 Success
