thanks for your idea, i found the mistake.
I used "LOA NORMAL" instead of "LOA_MODE NORMAL".

But on page 132 of openca-guide-pdf:
- the LOA param is not referred and not defined
page 133
- the "LOA_MODE" definition allows only "IGNORE" and "NORMAL" but on page 134 in the example "LOA_MODE" is set to "USE_IT"

What's the correct definition?

I must look into the code - it will work if you just put "LOA 10" in the batch file, IIRC you dont have to state if to use loa or not, if the loa value is absent it si not used....
But I must look into the code to prove that...
