In Openra_directory/etc/access_control directory there is a file called pub.xml.template. There you can change the access control policy and configuration of your ca's public interface.
Instead of "none", if you want a login process, you should replace it with "password" and declarate at the bottom the name of the user and the digest of the password associated.
