Gabriel,

You may configure the CA to enroll/receive the data using a local file 
and the RAs to do scp using that file (now in the case of RAs, a remote 
file).
If you want the RAs to manage different data, then you need to think 
what to do when doing enroll because the Dataexchange configuration use 
just a single device (i. e. a local file) to do dataexchange. This mean 
that when the CA enroll data to the RA_1 the RA_2 cannot do scp to get 
the CA file because it will be retrieving the data which correspond to 
the RA_1. In the case of the CA receiving data from the RAs there might 
be no problem, because the CA will manage all the data (the data from 
RA_1 and RA_2) and when retrieving data from its local file it does not 
matter if the file (written by RA_1 or RA_2 using scp) contains the data 
from the RA_1 or RA_2, at the end, the CA will manage both.
