I have exactly the same issue. I'm running on Mac OS X 10.4.10,
OpenSSL 0.9.8e, OpenCA 0.9.3-rc1
Fails is the same place as described below.

Hi,
I have set up a CA server and a RA Server onto 2 differents servers.
The CA is not connected to the internet, is running Ubuntu server
7.04, Apache 2.2.3, Mysql 5.0.38 and OpenCA 0.9.3RC1.
The CA has been correctly initialize (Initialize the
Certification Authority, Create the Initial administrator, Create
the initial RA certificate), then dataexchange :> Enroll data to
a lower level hierarchy ==> All
Transfer of the file /tmp/fd0 from the CA to the RA
The RA server has been initialized and runs the same version of
softwares. Download data from a higher level of the hierarchy==>
All. everything ok
Then make a request for a new certificate.
When trying to approve the request in the RA Server (CSR
certificate-> Active CSRs->New->(search), it finds the request
but when I click on the request I got the following error message:
Error 700
General Error The compilation of the command cmdViewCSR failed.
Can't use an undefined value as a HASH reference at /var/data/
openca/openra/lib/functions/crypto-utils.lib line 1186.
