Hi Val, the Notices is a new feature that is not available yet, but it will be in future versions. Basically, the idea is to provide users with notices that can be targeted for class of users (roles). For this to happen, the login/register commands need to be implemented.
At the moment, you should disable the Notice (via the config entry HOME_PAGE_DISPLAY_NOTICES_PANEL "N") and the Login (ENABLE_LOGIN "N") in the interfaces (servers) config files.
