Indeed you were correct. I couldn't believe my eyes, and have retested
it three times (thus the long delay, sorry).
Install works great with a stock openssl, but you need to define the
path manually with --with-openssl-prefix=/usr

Otherwise, OpenSSL is apparently detected on the local directory:
