Have you looked at the batch interface?

Subject: [Openca-Users] CSR import from external without using public
web interface
Dear list,

I'm looking for a functionality to import CSRs from an external source,
i.e. POSTing the values form an external site to openCA 1.1.1. Handling all
POST steps (through "Server Certificate Request" / "PKCS#10 PEM formatted
Request Upload Form") seems nearly impossible programatically, so is there
an external API for that task or could I insert database values on my own,
and if so, which ones?
Thank you for any input,

Harald
