Possible solutions:

        1. Delete the certificate from the Netscape db, then FIRST import
           your CA's certificate and then re-import the certificate: now
           check the 'verify' button for correctness of the certificate.

        2. Enable (if not enabled) the javascript support into netscape.

Probably Netscape can't correctly verify your certificate and does not
allow you to sign the request.
