You can use SIM card for data storage. SIM card has Transparent, Linear Fixed & Cyclic 
file structure supported. The only problem you can encounter is when you want to 
create the files. Normally the card vendor will not disclose the PIN(or equivalent) to 
their customers which can be used to create the files. But you can still demand your 
vendor to release the information.
