Dear Roberto,

You don't only need to copy the win32com.dll in your IDE directory.
you also have to copy javax.comm.properties and comm.jar

Details:
copy win32com.dll in <your IDE jre directory>\bin
copy comm.jar in <your IDE jre directory>\lib\ext
copy javax.comm.properties in <your IDE jre directory>\lib

for example :
<your IDE jre directory> is the following for
    JBuilder3.0 : <JBuilder3.0>\java\jre
    JBuilder3.5 : <JBuilder3.5>\jdk1.2.2\jre
    VisualCafe4.0 : <VCafe4.0>\java & <VCafe4.0>\java2
