This small program:

http://www.gemplus.fr/developers/technologies/opencard/doc/samples/SimTest.html

is derived from the GetCardID sample that comes with OCF.
In addition to ATR printing, it performs a command dedicated
to SIM cards (that can be found in GSM phones), 'STATUS', that
returns information about the card. Please adapt it to whatever
APDU is needed for you to send.

Otherwise, you can also look at available CardServices (e.g., for
GPK8000 cards or MFC cards) and see how they handle comminucation
with a card. Be aware that the small program above is using a simple
CardService called "PassThruCardService" (from "opencard.opt.util"
package) handling the critical sections specifications. If you
are developing your own CardService, you will find more info on the
Programmer's Guide "Writing a card service" section at URL:

http://www.opencard.org/docs/pguide/PGuide.html#HDRWRITINGACARDSERVICE

Hope it'll help.

Cheers,
Christophe.
