This paragraph seems very strange to me: I can't see how
MS cards could be compatible with Java cards (are Windows
apps compatible with non-win OSes? after all ;-D).

But I *can* see however what it means if you have read something
related to PC/SC! PC/SC, just like OCF, is middleware that runs
on a client machine, not on a card, and that help to communicate with
and use a card and a reader, i.e., it "knows" about standard card 
protocols, T=0 etc.

In this case, it is much clearer and in fact yes, OCF can
work with any type of cards; and PC/SC can work with any
type of cards.

Note that this is at communication level: if you follow
ISO7816-4 (file system) or -5 (application management)
or -7 (database on a card), or even EMV, then OCF will offer
you more features. If your card does not follow these standards,
e.g., you have a database, but it is not 7816-7-compliant, or
you have a file system, but it is not 7816-4, then you'll have
to code a bit more or even follow different abstract APIs, which
can produce interoperability problems...
