Two possible reasons come to my mind:
1.: where do you keep your opencard.property-file? you should put it in
the [java.home] or in [user.home] found by the Java VM of the browser.
You could find out which paths are taken with reading out these
properties at runtime and print them out.
2.: The applet needs to have reading access for that file. This can be
achieved by signing your applet and/or manipulating your
java.policy-file. But since it is not a security exception thrown it is
possibly the first reason.
